The George Sinner Papers consist of material from the 1971-72 North Dakota Constitutional Convention. This includes notes, journals, committee meeting minutes, article proposal files, newspaper clippings and magazine articles, and resource materials published by the Bureau of Government Affairs at the University of North Dakota.The first addition to the George Sinner Papers consists of Sinner's files as a member of the North Dakota State Board of Higher Education. Arranged first is general correspondence from 1967 to 1973. Arranged second are subject files, including reports from various state institutions of higher education, published articles, newspaper clippings, and miscellaneous materials. The subject files are arranged alphabetically by folder title. The second addition to the George Sinner Papers consists of two copies of the April 1979 issue of the magazine Howard Binford's Guide. The issue contains a biographical article on George Sinner.

George A. Sinner was born May 19, 1928, the youngest of four children of Albert and Katherine (Wild) Sinner. The family lived on a farm near Casselton, N.D. He attended St. John's Preparatory School and went on to obtain college degree from Saint John's University at Collegeville, Minnesota. Sinner credits his years at Saint John's for his life-long commitment to public service. In 1950 he enlisted in the Air National Guard at Fargo and was called to active duty in 1951.
